Can anyone advise if there are records showing who lived at a particular address in specific years outside the individual census years and, if so, where records for Portsmouth are held. [I know that in Scotland there are 'valuation roll' records for every residence for every year since 1855, so I'm looking for a 'rates' equivalent if it exists]. Thanks
