two things first:

1. That time every owner of a house had to pay for the fire-insurance. So if someone was not listed there, he was no houseowner.
2. The city made lists with the names of the owners and the value of their property. The owner had to pay the city (!) for the insurance. There was no official fire insurance with an Insurance Policy as we know it today. So 53 is the number of the entry and not the number of a policy.
