You have a combo or reasons prior in this thread. However immigration policies are the place to look. I have a mother-in-law that managed to get to Canada after WWII by lying about her age. After being held in three German work camps (escaping twice and paying the price) lying to escape to the other side of the world shouldn't be judged too harshly.
I am just saying that to lie about your age to immigrate had to mean most legal papers had been lost and the person had to look younger than there age. It is not something that is done lightly.
