1890 Federal Census of Perry County, AL

I realize that most of the 1890 Federal Census was lost in a fire in Washington D.C., and was surprised that Perry County's wasn't. I am asking if that census was a complete census or a partial....does anyone know? I see that Perryville Beat 8 and Severe Beat 8 are the only two areas that were recorded.
I also saw that there were a couple Alabama state census taken...one before the Civil War and the other just after.
