Regarding the photo, I was contacted by a older gentleman named Rusty who used to live by the building. He was also trying to put together a small museum-type place where old photos, memorabilia, etc. could be contained.
So I sent him the photo. His email address at the time was rustyo@egix.net. We kept up for a while after that, but it's been a long time since we emailed.
