According to the Social Security Death Index, Josie died in New Orleans, LA--so you should order her death certificate from the State of Louisiana at www.vitalchek.com

To try to get an obituary notice, contact the New Orleans Times-Picayune Newspaper at 1-800-925-0000, but I don't know if they keep back issues for 1990 on file or not, which is why I suggested you begin by ordering the death certificate, as it will lead you to the mortician, perhaps the name of the cemetery as well and other important information.
