I believe your Abigail Neptune is the daughter of John Neptune and Elisa Adams. The family is found in the 1850 Monroe County, Ohio census (Malaga township) and 1860 Noble County, Ohio census (Jefferson township). In 1860 John is married for a second time to Pelina.
I am descended from Jemima Josaphine Neptune who I am fairly certain is Abigail's younger sister. She is listed as Josaphine in both censuses and is the correct age. According to her obit, Jemima was born in Belmont County, Ohio just as you say Abigail was.
