There is a descendant of Peter Phillips bc 1760 Bucks Co PA, m Sarah Cooper who has been DNA tested. He is shown under kit number 65930 in Family Group 9 on the Patriarchs Page at this link: http://www.worldfamilies.net/surnames/phillips/pats
It is known that Peter Phillip bc 1760 moved to Union Co SC and died there in about 1820. If you can get a male Phillips descendant of your Peter Phillips b 1790 in Black Rock, Union Co, SC to take a DNA test, this would prove he was related to Peter Phillips bc 1760. I don't know if DNA is good enough proof for SAR, but I think it is better proof than nothing.
