Can anyone tell me the meaning of the Destination code in Castle Garden records? For example, I have a Carl Eberhard, destination 7328?

CARL Eberhard CHILD, YOUNGSTER 14 M 27 May 1850 GERMANY ZAMPA

I am looking for a Carl Eberhardt, emigrated from Germany to NYC c1849-1852, age 14-17.

He was from Kirnbach, Duchy of Baden, and settled in Brooklyn NY.
