Social Security question - Railroad Board?

I'm very new to all of this and I'm not sure where to post this question but here it is:

I have one family member (great-grandfather) for whom I am struggling to find any information at all. Finally, on familysearch.org, I found record of his death through the Social Security Administration. It says that his SSN was issued by the "Railroad Board." Does anyone know what that means?
