This is an interesting point. Regardless of whether or not the Kingdom of Italy recognised the numerous preceding houses and families of Italian nobility, I believe that descendants from those noble houses or families still have a right to say that they are of noble descent.
That said, with the abolition of the Kingdom of Italy in 1946, surely all Italian nobility has also been abolished and therefore no claims can be made to land or titles as they do not exist anymore.
